Brussels, 25 June 2026 – The Belgian Peppol authority FPS Finance is set to become a reality: the Federal Public Service Finance (FPS Finance) will assume the role of national Peppol authority in 2027, taking over from FPS Policy and Support (FPS BOSA), which has held this position for more than ten years. The announcement was made jointly by both federal public services and follows from the growing fiscal dimension of the Peppol network in Belgium.
FPS BOSA hands over responsibility to FPS Finance
FPS BOSA has served as the Belgian Peppol authority for over a decade. In that capacity, it has been responsible for the governance, certification, and correct operation of the Peppol network in Belgium — the technical backbone for electronic invoicing between businesses and between businesses and government.
From 2027, BOSA will formally transfer this role to FPS Finance. Both services are currently working closely together to ensure the migration is legally sound and operationally stable. Concrete next steps will be communicated through existing channels such as the Peppol Service Provider Forum and Business Expert Group meetings.
E-reporting as the driving force
The transfer is no coincidence. With the introduction of e-reporting — a system for continuous monitoring of transactions (Continuous Transaction Controls, or CTC) — the fiscal dimension of the Peppol network is growing significantly. Since this domain falls outside the core remit of FPS BOSA, the decision was made to centralise the role with the authority best positioned to handle it: FPS Finance.
Belgium has phased in mandatory e-invoicing for B2B transactions, with the Peppol network as its central infrastructure. The ambitions go further: by 2028, Belgium aims to activate the five-corner model, embedding e-reporting via Peppol structurally into the tax administration. The transfer of the authority role is direct preparation for that step.
Clarity and continuity for the market
The decision was preceded by a thorough analysis of various organisational options, examining governance, operational feasibility, international alignment, and the impact on businesses and Peppol Service Providers. One principle remained central throughout: a stable and future-proof Peppol framework for Belgium.
The transfer aims to deliver three concrete benefits. First, responsibilities become more clearly delineated, as fiscal expertise and Peppol governance are brought under the same authority. Second, decision-making becomes more efficient with fewer layers between policy and execution. Third, administrative processes for businesses are simplified, as FPS Finance becomes the single point of contact for both e-invoicing and e-reporting.
The expertise built up by FPS BOSA within the Peppol framework over the years remains an important reference point during the transition period. Continuity is explicitly central to the approach taken by both services.
What does this mean for Peppol Service Providers and businesses?
For Peppol Service Providers active in Belgium, nothing changes in the short term. Existing certification procedures and network requirements remain in force until the transfer is operational. It is advisable, however, to follow the communication channels of both FPS BOSA and FPS Finance for updates on timing and any procedural adjustments.
For businesses using a certified Peppol Service Provider, the same applies: the day-to-day operation of the network is not affected. The transfer concerns the governance of the network, not the technical infrastructure itself. Businesses that have not yet connected to Peppol can use the independent comparison tool on Peppol.nu to compare certified Peppol Service Providers with active coverage in Belgium.
With the Belgian Peppol authority FPS Finance as the new custodian of the Peppol network, Belgium reinforces its position as a frontrunner in the European e-invoicing transition and takes a concrete step towards its broader 2028 e-reporting ambition.

Nederland in Europese context

The Hague, 26 June 2026 – The evaluation report submitted by the Dutch Secretary of Finance to parliament on 10 March 2026 leaves little room for doubt: mandatory e-invoicing for Netherlands B2B transactions is on course, with Peppol as the required exchange infrastructure and a phased rollout between 2030 and 2032. A definitive cabinet position is expected in summer 2026, with draft legislation entering public consultation in Q4 2026.
What the Evaluation Report Contains
The report, commissioned by the Ministry of Finance, evaluates current e-invoicing practice in the Netherlands and assesses which implementation model best aligns with the EU’s ViDA directive (VAT in the Digital Age). The conclusions are concrete.
The preferred approach is the so-called ViDA-B scenario: mandatory e-invoicing for all domestic B2B transactions, not only the cross-border trade that the EU directive requires as a minimum. This puts the Netherlands on a more ambitious path than the European floor.
Peppol is recommended as the mandatory exchange infrastructure. The Netherlands explicitly rejects both the French model of certified private platforms and a centralised national platform. The recommended model is decentralised and without clearance: invoices are exchanged directly between parties via the Peppol network, with near real-time digital reporting to the Dutch Tax Authority.
The European Context
The Netherlands is not alone. Belgium made Peppol e-invoicing mandatory from 1 January 2026 for all VAT-liable B2B businesses; more than 940,000 Belgian companies were already registered before the deadline. France follows on 1 September 2026. Germany has introduced a phased obligation, requiring large businesses to comply from 1 January 2027 and all other companies from 1 January 2028. Italy, Poland and Ireland have also chosen broader variants than the EU minimum.
The EU ViDA directive itself obliges member states to mandate e-invoicing for cross-border B2B transactions from 1 July 2030. By choosing the ViDA-B scenario now, the Netherlands avoids a sharp transition at the point when the European obligations fully apply. Companies investing in Peppol today also avoid the dual system burden of separate national and European compliance tracks.
The Ministry of Finance has outlined the following milestones. The definitive policy direction will be presented in summer 2026. A public internet consultation on draft legislation will follow in Q4 2026. Finalisation of the law is expected around mid-2028, with implementation targeted for 2030.
For businesses operating in the Netherlands, the conclusion is clear: the question is no longer whether mandatory e-invoicing will arrive, but when and how. Companies that invest now in a Peppol-compatible solution are positioned for both the domestic obligation and the broader European market.

Brussels, 26 June 2026 – The European Commission published the ViDA work programme 2026 on 22 May 2026, providing the concrete implementation plan for rolling out the VAT in the Digital Age (ViDA) package. The programme sets out which activities the Commission and member states will undertake during 2026 and early 2027 to operationalise the legislation formally adopted on 11 March 2025. For businesses and Peppol Service Providers, the document offers the first clear view of the implementation timeline ahead.
What Is the ViDA Package?
ViDA — VAT in the Digital Age — is the most significant reform of the European VAT system in decades. The package rests on three pillars. Pillar 1 introduces mandatory digital reporting and e-invoicing for cross-border B2B transactions within the EU. Pillar 2 introduces new VAT rules for the platform economy, covering short-term accommodation rental and passenger transport. Pillar 3 extends the One Stop Shop to avoid multiple VAT registrations across the EU.
The package was formally adopted on 11 March 2025 following re-consultation of the European Parliament and will be rolled out progressively until January 2035. The most immediate business impact lies in Pillar 1: the obligation for e-invoicing and digital reporting in cross-border B2B trade.
What the ViDA Work Programme 2026 Contains
The ViDA work programme 2026 builds on the implementation strategy published by the Commission in September 2025 and outlines the concrete activities planned under the current multiannual financial framework. Three main areas of activity are in focus for 2026.
The first is the development of technical specifications for digital reporting of cross-border B2B transactions. The Commission is working with member states and stakeholders on standardised reporting formats aligned with existing standards, including Peppol BIS.
The second is preparation for the One Stop Shop extension from 1 January 2027, covering B2C supplies in the e-charging sector and the groundwork for the broader extension for non-established suppliers from 1 July 2028.
The third is support for member states in transposing the ViDA directive into national law, including guidance and technical tools for implementing Pillar 1.
The Timeline for E-Invoicing and Digital Reporting
The work programme confirms the established implementation timeline. From 1 January 2027, the OSS will be extended for B2C supplies in the e-charging sector. From 1 July 2028, platform economy measures and Single VAT Registration reforms will enter into force. From 1 July 2030, cross-border B2B transactions will be subject to new digital reporting obligations based on mandatory e-invoicing. Full harmonisation is targeted for 1 January 2035.
For businesses operating across the EU, the 1 July 2030 deadline is the most immediately relevant milestone. In practice, compliance will require invoices in a structured electronic format conforming to EN 16931, exchanged in virtually all cases via the Peppol network.
For the Netherlands specifically, this European timeline is reinforced by national policy developments: the Dutch evaluation report of March 2026 points toward mandatory domestic B2B e-invoicing via Peppol from 2030 as well. Read our article on the Netherlands B2B e-invoicing mandate for the national context.
What This Means for Your Organisation
The ViDA work programme 2026 makes clear that the Commission is actively steering implementation and that the timelines are fixed. Businesses engaged in cross-border B2B trade within the EU must be able to exchange structured e-invoices compliant with ViDA standards by 2030. This means, in almost every case, the Peppol network with EN 16931-compliant invoices.
For Peppol Service Providers, the work programme provides certainty about the standards their services must support. For businesses, it reinforces that choosing a future-proof Peppol solution is now more relevant than ever.

The German einvoicing mandate 2025 took effect on 1 January 2025: large German enterprises (turnover >€800,000 or >249 employees) must be able to receive and process structured electronic invoices.
Small and medium-sized businesses follow in phases: SMEs must send einvoices from 1 January 2027. Micro-enterprises (turnover <€800,000) from 1 January 2028.
XRechnung (pure XML, CII-based, EN 16931) and ZUGFeRD 2.0 (hybrid PDF + XML) are the two dominant formats. Peppol UBL is also valid.
The German einvoicing mandate 2025 is a full B2B obligation — not limited to government invoicing.
Dutch and Belgian suppliers without a German establishment are formally not required — but large German customers increasingly expect einvoice-compatible suppliers.
The German einvoicing mandate 2025 entered into force on 1 January — and marks a historic shift in how German business invoicing works. For the first time, it is not only the government requiring einvoices: large German enterprises across every sector must now accept and process structured digital invoices from their suppliers.
For Dutch and Belgian exporters supplying the German market, this changes more than it might initially appear. This article explains what the German einvoicing mandate 2025 entails, which formats apply, how the rollout timeline works, and what you need to arrange as an exporting company.
Background: how the German einvoicing mandate 2025 came about
Germany lagged behind the rest of Europe on B2B einvoicing for years. XRechnung existed as a standard for B2G invoicing (to government), but there was no legal obligation for private B2B transactions. That changed with the amendment to the Umsatzsteuergesetz (UStG) in 2024, which embedded the German einvoicing mandate 2025 in the Wachstumschancengesetz (Growth Opportunities Act).
The law does not require businesses to use XRechnung specifically — it requires them to be able to receive and process a ‘strukturierte elektronische Rechnung’ (structured electronic invoice compliant with EN 16931). XRechnung and ZUGFeRD 2.0 are the two formats that satisfy this requirement in practice.
Timeline: who must comply with the German einvoicing mandate 2025 and when?
Date

1 January 2025

All VAT-liable businesses in Germany (turnover >€800,000 or >249 employees)
1 January 2027

SMEs in Germany (turnover between €800,000 and large enterprise threshold)
1 January 2028
Sending of einvoice mandatory
Micro-enterprises in Germany (turnover <€800,000) and remaining taxable persons
The practical consequence for exporters: your large German customers have already reconfigured their procurement processes for automated einvoice handling. A PDF arriving by email now requires manual processing in a system that is actively being decommissioned for that purpose.
XRechnung vs ZUGFeRD 2.0: what is the difference?
Two formats dominate the German einvoicing mandate 2025 landscape:
XRechnung is a pure XML format based on UN/CEFACT CII, fully compliant with EN 16931. It is the official format for B2G invoicing in Germany and equally valid for B2B. XRechnung contains no human-readable PDF layer — it is exclusively machine-readable.
ZUGFeRD 2.0 is a hybrid format: a human-readable PDF with an embedded CII-compliant XML file. It is identical to Factur-X (also used in France) and complies with EN 16931. ZUGFeRD 2.0 is the most accessible entry point for international suppliers: it looks like a normal invoice PDF but contains the structured XML that enables automated processing.
Peppol UBL is also a valid format under the German einvoicing mandate 2025. If your Peppol service provider operates a German Peppol access point, you can send UBL invoices via Peppol to German customers — provided those customers are also Peppol-connected. This is not universal among large German businesses; always verify with the specific customer.

What the German einvoicing mandate 2025 means for Dutch and Belgian exporters
Companies without a permanent establishment in Germany are formally not required to use XRechnung or ZUGFeRD. The commercial reality is developing differently — and quickly.
In the manufacturing sector (Mittelstand) and the automotive and logistics supply chains, pressure on foreign suppliers is strongest. Suppliers to large German groups such as BASF, Siemens, or BMW have long been asked to connect to the buyer’s EDI or einvoicing infrastructure — well before any formal legal obligation applied.
The practical step for exporters: check whether your Peppol service provider can generate ZUGFeRD 2.0 or XRechnung, and whether you can send invoices via Peppol to a German access point.
Practical checklist: what to arrange now for the German einvoicing mandate 2025
Identify your large German customers: who has turnover above €800,000 or more than 249 employees? Those parties have been obliged to receive einvoices since 1 January 2025.
Ask your customer which format they expect: XRechnung, ZUGFeRD 2.0, or Peppol UBL? Not all large enterprises accept all three.
Check your Peppol service provider: can it generate XRechnung or ZUGFeRD? Does it have a German Peppol access point?
Check your ERP: can it export CII or ZUGFeRD files? If not, is a plugin or connector available?
Test before sending: send a test invoice and have your customer confirm that the XML layer has been processed correctly by their system.

Frequently asked questions about the German einvoicing mandate 2025
Does the German einvoicing mandate 2025 apply to me as a Dutch supplier without a German establishment?
Formally no. The legal obligation applies to VAT-liable businesses established in Germany. However, large German customers increasingly expect einvoice compatibility from all suppliers, regardless of country of establishment. The commercial pressure is significant in manufacturing and automotive supply chains.
What is the difference between XRechnung and ZUGFeRD 2.0?
XRechnung is pure XML (CII), exclusively machine-readable. ZUGFeRD 2.0 is a hybrid PDF with embedded XML — readable by humans and processable by systems. Both satisfy EN 16931 and are valid under the German einvoicing mandate 2025. ZUGFeRD 2.0 is typically the most accessible starting point for international suppliers.
Can I send XRechnung-compliant invoices via Peppol?
Yes. Peppol UBL is a valid format under the German einvoicing mandate 2025. If your Peppol service provider has a German access point and your customer is also Peppol-connected, this works. Always verify: not all large German companies have activated Peppol.
When do small businesses in Germany need to send einvoices?
SMEs (turnover between €800,000 and the large enterprise threshold) must send einvoices from 1 January 2027. Micro-enterprises (turnover below €800,000) have until 1 January 2028.
Is ZUGFeRD the same as Factur-X?
Yes. ZUGFeRD 2.0 and Factur-X are technically identical formats — both are hybrid PDF/CII-XML documents compliant with EN 16931. ZUGFeRD is the name used in Germany; Factur-X is the name used in France. A ZUGFeRD 2.0 invoice is therefore also valid in the French Plateformes Agréées system.

XRechnung is puur XML (CII), uitsluitend machineleesbaar.
Wanneer moeten kleine bedrijven in Duitsland e-facturen versturen?

Netherlands ViDA einvoicing refers to the EU ‘VAT in the Digital Age’ directive, which mandates B2B einvoicing and near-real-time transaction reporting across the European Union, with the Netherlands required to comply by 1 July 2030.
The Netherlands has not announced an earlier implementation date. The current B2G (government) einvoicing obligation via Peppol is already in force.
Peppol is the designated transmission network for einvoicing in the Netherlands. Companies already using a Peppol service provider are technically well-positioned.
Dutch companies trading with Belgian or large French customers already face practical pressure to einvoice today — regardless of the 2030 mandate.
Netherlands ViDA einvoicing is moving from a technical topic to a board-level concern. The European Commission has enshrined ViDA — VAT in the Digital Age — as one of the largest reforms to the EU VAT system in decades. Its core: mandatory B2B einvoicing and digital transaction reporting for all intra-EU business transactions.
That said, context matters. ViDA is a framework directive, not an obligation that takes effect tomorrow. This article explains precisely what Netherlands ViDA einvoicing entails, what changes from today’s situation, and how businesses can begin preparing in a way that makes immediate commercial sense.
What is Netherlands ViDA einvoicing?
ViDA — VAT in the Digital Age — is the package of EU legislation proposed by the European Commission in 2022 and formally adopted in 2025. It rests on three pillars:
Digital Reporting Requirements (DRR): near-real-time reporting of cross-border B2B transactions to tax authorities, derived from einvoice data.
Mandatory einvoicing: B2B invoices must be exchanged electronically in a standardised format (EN 16931 compliant), replacing paper and PDF.
Single VAT Registration: simplified VAT registration for businesses operating in multiple EU member states.
Netherlands ViDA einvoicing specifically refers to the 2030 implementation deadline that the Netherlands must meet for B2B einvoicing. Member states may implement earlier — and several already have.
What Netherlands ViDA einvoicing changes for Dutch businesses
Currently, the Netherlands has no mandatory B2B einvoicing requirement. Government invoicing (B2G) must already go via Peppol. Private B2B transactions remain unrestricted. ViDA changes this fundamental baseline.

Timeline: when does Netherlands ViDA einvoicing become mandatory?
The ViDA directive sets 1 July 2030 as the implementation deadline. Member states may implement earlier. Key milestones:
2024: European Commission reaches political agreement on ViDA.
2025: ViDA formally adopted by the EU Council; transposition obligation starts for member states.
January 2026: Belgium mandates B2B einvoicing, ahead of ViDA, via national legislation.
September 2026: France mandates einvoicing for large enterprises and ETIs via Plateformes Agréées.
2028: Mandatory DRR for cross-border intra-EU B2B transactions.
1 July 2030: Latest date all EU member states, including the Netherlands, must have B2B einvoicing law in force.
As of publication, the Netherlands has not announced a date earlier than 2030. Follow the Peppol.now newsletter for updates on the Dutch implementation timeline.
Why Netherlands ViDA einvoicing is commercially relevant now
Four years feels like ample time. The Belgian B2B mandate that took effect in January 2026 showed that companies starting only six months before the deadline faced serious integration, vendor-selection, and process-redesign problems.
Three reasons to act before the Netherlands ViDA einvoicing deadline:
Your Belgian and French customers are already under mandate. If you trade with Belgian companies or large French companies, you are already expected to send einvoices — today, not in 2030. Peppol connectivity serves both markets.
Peppol implementation takes time. Technical integration, service provider selection, testing, and internal process adaptation takes three to six months on average. Starting in 2029 means implementing under deadline pressure.
ERP upgrades are an opportunity. Einvoicing integration is far cheaper as part of a planned ERP migration than as a standalone project. Anyone planning an ERP upgrade in the next two years should include ViDA compliance in the project scope.
Peppol and Netherlands ViDA einvoicing: the relationship
Peppol is the international transmission network for structured electronic documents. The Netherlands has designated Peppol as the preferred network for einvoicing, and OpenPeppol is actively co-developing the ViDA technical standards.
ViDA does not mandate a specific protocol. It requires invoices to be exchanged in EN 16931 format via an accredited network. Peppol satisfies both conditions. Companies already einvoicing via Peppol — for Dutch government clients or Belgian customers — are technically largely prepared for Netherlands ViDA einvoicing.
What is not yet available: the DRR reporting protocol. This is the near-real-time link between your Peppol service provider and the Dutch tax authority. OpenPeppol and member states are developing this protocol; it is expected to be available before 2028.
Practical steps to take now
Map your invoice flows: how many invoices do you issue per year? To which countries? Which of your largest customers are already under an einvoicing mandate?
Check your ERP or accounting software: does it already export UBL or CII? If not, is this on the vendor roadmap?
Explore Peppol service providers: compare providers on Peppol.now — focus on supported countries, integration options, and pricing.
Use B2G as a rehearsal: if you do not yet einvoice to Dutch government buyers, this is an ideal practical test for your ViDA readiness.

Frequently asked questions about Netherlands ViDA einvoicing
Is Netherlands ViDA einvoicing already in force?
No. The ViDA directive has been adopted but the Netherlands must implement by 1 July 2030. No earlier date has been announced. The B2G einvoicing obligation (invoices to government) is already in force.
How does Netherlands ViDA einvoicing differ from Belgian B2B einvoicing?
Belgium introduced its own B2B einvoicing mandate from January 2026 via national legislation, ahead of ViDA. The technical foundation (Peppol) is the same. ViDA is the EU-wide directive requiring all member states to introduce comparable legislation by 2030.
What invoice format will be required under ViDA?
Invoices must comply with EN 16931. In practice this means UBL 2.1 or UN/CEFACT CII — the two formats most widely used within Peppol. Hybrid formats such as Factur-X (PDF + XML) also comply with EN 16931.
Does Netherlands ViDA einvoicing apply to sole traders and small businesses?
The directive does not exempt based on business size, but member states may set thresholds. It is plausible that the Netherlands will introduce a turnover threshold or delayed obligation for the smallest businesses, similar to approaches in Belgium and Germany. Final Dutch rules have not yet been published.
What is the difference between einvoicing and Digital Reporting Requirements (DRR)?
Einvoicing is the exchange of the invoice itself between seller and buyer, via Peppol. DRR is the near-real-time reporting of transaction data to the tax authority based on einvoice data. Both are part of Netherlands ViDA einvoicing, but DRR has a separate deadline (2028 for cross-border).

2024: Europese Commissie bereikt akkoord over definitieve ViDA-tekst.
Inventariseer uw factuurstromen: hoeveel facturen verstuurt u per jaar?
Veelgestelde vragen over ViDA e-facturatie 2030
