Belgian Peppol Authority FPS Finance: Transfer Planned for 2027

Brussels, 25 June 2026 – The Belgian Peppol authority FPS Finance is set to become a reality: the Federal Public Service Finance (FPS Finance) will assume the role of national Peppol authority in 2027, taking over from FPS Policy and Support (FPS BOSA), which has held this position for more than ten years. The announcement was made jointly by both federal public services and follows from the growing fiscal dimension of the Peppol network in Belgium.

FPS BOSA hands over responsibility to FPS Finance

FPS BOSA has served as the Belgian Peppol authority for over a decade. In that capacity, it has been responsible for the governance, certification, and correct operation of the Peppol network in Belgium — the technical backbone for electronic invoicing between businesses and between businesses and government.

From 2027, BOSA will formally transfer this role to FPS Finance. Both services are currently working closely together to ensure the migration is legally sound and operationally stable. Concrete next steps will be communicated through existing channels such as the Peppol Service Provider Forum and Business Expert Group meetings.

E-reporting as the driving force

The transfer is no coincidence. With the introduction of e-reporting — a system for continuous monitoring of transactions (Continuous Transaction Controls, or CTC) — the fiscal dimension of the Peppol network is growing significantly. Since this domain falls outside the core remit of FPS BOSA, the decision was made to centralise the role with the authority best positioned to handle it: FPS Finance.

Belgium has phased in mandatory e-invoicing for B2B transactions, with the Peppol network as its central infrastructure. The ambitions go further: by 2028, Belgium aims to activate the five-corner model, embedding e-reporting via Peppol structurally into the tax administration. The transfer of the authority role is direct preparation for that step.

Clarity and continuity for the market

The decision was preceded by a thorough analysis of various organisational options, examining governance, operational feasibility, international alignment, and the impact on businesses and Peppol Service Providers. One principle remained central throughout: a stable and future-proof Peppol framework for Belgium.

The transfer aims to deliver three concrete benefits. First, responsibilities become more clearly delineated, as fiscal expertise and Peppol governance are brought under the same authority. Second, decision-making becomes more efficient with fewer layers between policy and execution. Third, administrative processes for businesses are simplified, as FPS Finance becomes the single point of contact for both e-invoicing and e-reporting.

The expertise built up by FPS BOSA within the Peppol framework over the years remains an important reference point during the transition period. Continuity is explicitly central to the approach taken by both services.

What does this mean for Peppol Service Providers and businesses?

For Peppol Service Providers active in Belgium, nothing changes in the short term. Existing certification procedures and network requirements remain in force until the transfer is operational. It is advisable, however, to follow the communication channels of both FPS BOSA and FPS Finance for updates on timing and any procedural adjustments.

For businesses using a certified Peppol Service Provider, the same applies: the day-to-day operation of the network is not affected. The transfer concerns the governance of the network, not the technical infrastructure itself.
