1. Who is the NZ Peppol Authority?
Since October 2019, MBIE has served as New Zealand's Peppol Authority, specifically focused on supporting international Peppol Service Providers seeking to operate in the New Zealand market. Our authority maintains distinctive trans-Tasman coordination with Australia and implements unique cultural integration requirements including Te Reo Māori capability assessments.
For Service Providers, New Zealand offers streamlined certification processes, joint Australia-New Zealand market access, and specific guidance on indigenous business requirements. We operate under harmonized ANZPeppol technical specifications while maintaining New Zealand-specific Authority Specific Rules (PASR) for cultural and regulatory compliance.

4.1 Becoming an Access Point Provider
The Peppol Framework sets out the standards and organisational interoperability requirements for providers of AP and/or SMP services under the Peppol eDelivery network. With such a high level of interdependency of participants across the Peppol eDelivery Network, interoperability is critical.
The New Zealand Peppol Authority has implemented this accreditation process to:
- ensure service providers have the technical capability and compatibility required to operate within the network, in accordance with the Peppol Framework
- help maintain the reliability and stability of the network's operations
- manage risks which might damage the reputation of, and/or trust in, the network.
