Role of the Dutch Peppol Authority
The Dutch Peppol Authority (NPa) plays a crucial role in public oversight of Peppol and enforcement of the Peppol network in the Netherlands. This organization, working on behalf of the Ministry of the Interior and Kingdom Relations, ensures compliance with international and national standards and ensures that Peppol provides a safe, reliable and efficient infrastructure for digital business.
In the Netherlands, oversight of the implementation and compliance with Peppol standards is carried out by the Dutch Peppol Authority (NPa). The NPa is responsible for managing the Peppol network within the Netherlands and ensures that organizations comply with the legal requirements for sending and receiving electronic documents via Peppol, such as invoices and orders.
Key Responsibilities
Provider Authorization
The NPa plays an important role in admitting companies that want to offer services by hosting technical access to the Peppol network through Access Points.
Continuous Monitoring
After admission, the NPa structurally tests whether Peppol Service Providers active in the Netherlands continue to comply with the latest versions of requirements and guidelines.
Network Interoperability
This oversight is of great importance to guarantee the interoperability and security of the network, so that businesses and governments can exchange their business messages with confidence.
Quality Assurance
As director and administrator on behalf of the Ministry of the Interior and Kingdom Relations (BZK), the NPa ensures the quality and reliability of the Peppol agreement system in the Netherlands.
Leading Innovation
The Netherlands plays an active role in the worldwide adoption of Peppol standards. Thanks to the NPa, the Netherlands is a leader in implementing innovative requirements, such as making ISO 27001 certification mandatory. This increases the reliability and security of the network.
Furthermore, the board of Open Peppol AISBL in 2024, as a result of the ISO 27001 requirement, gave permission to the Service Providers under the jurisdiction of the Dutch Peppol Authority to start using the electronic timecard (e-timecard). In this way, the Dutch Peppol Authority stimulates innovation within the Peppol network.

The Netherlands has implemented strict security standards by requiring ISO 27001 certification for all Peppol Service Providers, setting a global precedent for enhanced security in digital business communications.
