Brussels, 1 July 2026 – Within the WE BUILD consortium, one of the large-scale pilots selected by the European Commission for the EU Digital Identity Wallet, e-invoicing is one of thirteen use cases now being developed in practice. The European Business Wallet Peppol connection is getting its first concrete test environment, which matters for any Peppol Service Provider looking ahead to the coming years.

What is the WE BUILD consortium?

WE BUILD, short for Wallet Ecosystem for Business and payments Use cases on Identification, Legal representation and Data sharing, was officially launched on 3 September 2025 at a General Assembly in Amsterdam. More than 180 organisations from 26 countries are involved, coordinated by the Dutch Chamber of Commerce (KVK), the Dutch Ministry of Economic Affairs and Sweden’s Bolagsverket. The consortium is developing thirteen use cases across the Business, Supply Chain and Payments domains to test the EU Digital Identity Wallet and the European Business Wallet in practice.

E-invoicing falls under the Supply Chain domain and is defined as the structured, machine-readable exchange of invoice data between suppliers and buyers, as set out in EU legislation. According to WE BUILD, the EU Digital Identity Wallet and the European Business Wallet should make e-invoicing practically scalable by providing a consistent, secure and verifiable trust framework for identity, authentication and authorisation across the invoicing chain.

Why this matters for Peppol Service Providers

Today, identity verification in e-invoicing still largely relies on manual checks and separate platforms. Authentication and authorisation mechanisms are not yet fully standardised, and cross-border interoperability remains limited. A European Business Wallet carrying a verified attribute, such as a validated Peppol participant ID, could allow a Peppol Service Provider to initiate an SMP lookup based on verified rather than manually entered identification data. That could reduce fraud-prone steps in the invoicing chain and strengthen the reliability of cross-border Peppol transactions.

Exactly how this connection will be shaped still needs to be worked out within WE BUILD. The Peppol Conference in Brussels, held on 16 and 17 June 2026, was a concrete moment where this integration between wallet technology and Peppol routing was on the agenda. Part of a broader programme

E-invoicing is one of thirteen use cases WE BUILD is developing across its three domains. In the Business domain, use cases include setting up a company branch abroad, digitally proving authority to act on behalf of a business, and access to the Once-Only Technical System (OOTS) for exchanging official documents between public authorities. In the Payments domain, the consortium is working on corporate payments and bank onboarding. This overlap matters: a European Business Wallet once verified for company registration or bank onboarding could, in principle, reuse the same trusted identity attribute when setting up a Peppol connection, rather than each process requiring its own separate verification.

What this means for your organisation

For businesses already using Peppol-based e-invoicing, nothing changes in day-to-day practice in the short term. The WE BUILD use case is an exploration, not an obligation. Still, it is a signal: the European Business Wallet and Peppol infrastructure are moving closer together, and organisations investing now in a mature Peppol implementation are building a foundation aligned with this broader European direction.

Wat is het WE BUILD-consortium?

Waarom dit relevant is voor Peppol Serviceproviders

Vandaag verloopt identiteitsverificatie binnen e-facturatie nog grotendeels via handmatige controles en losstaande platforms. Authenticatie- en autorisatiemechanismen zijn niet volledig gestandaardiseerd en grensoverschrijdende interoperabiliteit blijft beperkt. Een Europese Business Wallet met een geverifieerd attribuut, bijvoorbeeld een gevalideerd Peppol-participant-ID, zou een Peppol Serviceprovider in staat kunnen stellen om een SMP-lookup te starten op basis van geverifieerde in plaats van handmatig ingevoerde identificatiegegevens. Dat zou fraudegevoelige stappen in de facturatieketen verminderen en de betrouwbaarheid van grensoverschrijdende Peppol-transacties vergroten.

Hoe deze koppeling precies wordt vormgegeven, moet nog blijken uit de verdere uitwerking binnen WE BUILD. Onderdeel van een breder programma

E-facturatie is een van de dertien testcases die WE BUILD ontwikkelt, verspreid over de drie domeinen. In het domein Business gaat het onder meer om het opzetten van een bedrijfsfiliaal over de grens, het digitaal aantonen van bevoegdheid om namens een bedrijf te handelen, en toegang tot het Once-Only Technical System (OOTS) voor het uitwisselen van officiële documenten tussen overheden. In het domein Payments werkt het consortium aan zakelijk betalingsverkeer en klantonboarding bij banken. Deze samenhang is relevant: een Europese Business Wallet die eenmaal is geverifieerd voor bedrijfsregistratie of bankonboarding, kan in potentie hetzelfde vertrouwde identiteitsattribuut hergebruiken bij het opzetten van een Peppol-verbinding, in plaats van dat elk proces een eigen, losstaande verificatie vereist.

Wat betekent dit voor uw organisatie?

Voor bedrijven die nu al Peppol-gebaseerde e-facturatie gebruiken, verandert er op korte termijn niets aan de dagelijkse praktijk. De testcase binnen WE BUILD is een verkenning, geen verplichting. Toch is het een signaal: de Europese Business Wallet en Peppol-infrastructuur groeien naar elkaar toe, en organisaties die nu al investeren in een volwassen Peppol-implementatie, bouwen aan een fundament dat aansluit op deze bredere Europese richting.

Copenhagen, 30 June 2026 – Denmark has confirmed the implementation timeline for its transition to a single Peppol-based e-invoicing standard. Denmark NemHandel BIS 4 2028 becomes the sole mandatory standard from November 2028. The current OIOUBL 2.1 format will be fully phased out by May 2029. For exporters invoicing Danish public bodies or large Danish businesses, this is a concrete deadline to update ERP configurations and invoicing processes.

What is changing?

Denmark has operated a dual e-invoicing environment for years: the Danish OIOUBL format (mandatory for B2G since 2005) and Peppol BIS Billing 3.0. The Erhvervsstyrelsen (Danish Business Authority) has confirmed that this dual system will be consolidated into NemHandel BIS 4.

  • May–November 2028: implementation period. NemHandel BIS 4 is available; adoption is voluntary but strongly recommended.
  • November 2028: NemHandel BIS 4 becomes mandatory. All receiving systems must be able to process the format.
  • May 2029: OIOUBL 2.1 is fully phased out. Invoices in the old format will no longer be accepted.

What is NemHandel BIS 4?

NemHandel BIS 4 is Denmark’s national implementation of Peppol BIS 4.0, the next-generation Peppol invoice format. BIS 4.0 merges the current Peppol BIS 3.0 and the international PINT format into a single harmonised model. NemHandel BIS 4 is also aligned with the EU’s ViDA Digital Reporting Requirements for the period after 2030.

What does this mean for exporters to Denmark?

Check your ERP or invoicing software. Ask your software vendor when NemHandel BIS 4 / Peppol BIS 4.0 will be supported. For most international ERP systems, this will be delivered via a regular software update.

No B2B mandate for Denmark. Denmark does not have a mandatory B2B e-invoicing requirement for private transactions — that is expected around 2030 under ViDA. The November 2028 deadline concerns the format to be used, not a new invoicing obligation for private-sector transactions.

Brussels, 30 June 2026 – Belgium’s B2B e-invoicing mandate has been live for six months, but the next phase is already confirmed: from 1 January 2028, Belgian businesses will be required to report invoice data to the tax authority in near real time. This Belgium e-reporting 2028 Peppol obligation operates through a 5-corner Peppol model, in which the Belgian tax authority (FOD Financiën / FPS Finance) becomes the fifth corner of the network. The framework is aligned with the EU’s ViDA Digital Reporting Requirements and positions Belgium as an early adopter of continuous transaction controls at national level.

What is near real-time e-reporting?

Near real-time e-reporting means that invoice data is automatically transmitted to the tax authority at or near the moment of invoicing. Businesses do not need to file a separate report: data flows through the Peppol network as invoices are sent and received.

This replaces the current system of periodic customer listings submitted to FPS Finance. From January 2028, those periodic filings will be replaced by a continuous data stream via Peppol.

What is the 5-corner model?

Belgium’s current e-invoicing mandate uses the standard 4-corner Peppol model: sender (corner 1) → sender’s Peppol Service Provider (corner 2) → receiver’s Peppol Service Provider (corner 3) → receiver (corner 4). The 5-corner model adds a fifth participant: the Belgian tax authority. Invoice data is simultaneously forwarded to the tax administration as invoices flow through the network.

This architecture — also referred to as Continuous Transaction Controls (CTC) — closely mirrors the design the EU is considering under ViDA for cross-border B2B transactions from 1 July 2030. Belgium is implementing the model domestically ahead of the EU-wide harmonisation deadline.

What does this mean for your business?

For businesses already connected to the Belgian Peppol network via a certified Peppol Service Provider, the 2028 transition will in most cases be a technical update handled by the Service Provider. However, two actions are worth taking now.

Ask your Peppol Service Provider about 2028 readiness. Confirm that your Service Provider has a roadmap for the 5-corner transition before January 2028. Reliable providers communicate this proactively. If you do not yet have a Peppol Service Provider for the Belgian market, use our comparison tool to identify suitable options.

Verify your invoice data quality. Near real-time reporting leaves no margin for incomplete or inaccurate invoice fields: discrepancies become immediately visible to the tax authority. Check that your ERP or accounting software outputs all required fields correctly and completely.

Non-established businesses with Belgian customers. The 2028 e-reporting obligation applies to Belgian-established suppliers. Non-established VAT-registered businesses are not in scope for the reporting requirement, but must still be able to receive e-invoices from Belgian customers. Monitor developments closely as ViDA may extend reporting requirements to non-established businesses in subsequent phases.

Connection to ViDA

Belgium’s 5-corner model is architecturally aligned with the EU’s Digital Reporting Requirements (DRR) under ViDA, which mandates real-time reporting for intra-EU B2B transactions from 1 July 2030. Belgium goes a step further by also applying the model to domestic B2B transactions from 2028, making it one of the first EU member states to implement a ViDA-compatible continuous reporting model at national level. Brussel, 30 juni 2026 – Het Belgische B2B-facturatiemandaat is inmiddels ruim een halfjaar live, maar de volgende fase staat al vast: per 1 januari 2028 geldt in België een verplichting tot near real-time e-reporting van factuurdata aan de belastingdienst. Dat gebeurt via een 5-corner Peppol-model, waarbij de Belgische fiscus als vijfde hoek aan het Peppol-netwerk wordt toegevoegd. Het België e-reporting 2028 Peppol-model is afgestemd op de Europese ViDA-richtlijn en markeert een structurele verdieping van de Belgische e-facturatie-infrastructuur.

Wat is near real-time e-reporting?

Bij near real-time e-reporting worden factuurgegevens automatisch en nagenoeg gelijktijdig met de facturering doorgestuurd naar de belastingdienst. Bedrijven hoeven daarvoor geen aparte aangifte in te dienen: de data stroomt mee via het Peppol-netwerk op het moment dat een factuur wordt verzonden of ontvangen.

Dit staat in contrast met de huidige situatie, waarbij btw-plichtige ondernemingen periodieke klantenlijsten indienen bij FOD Financiën. Die lijsten worden per januari 2028 vervangen door een continue datastroom via Peppol.

Wat is het 5-corner model?

Het huidige Belgische e-facturatiemandaat werkt op basis van het bekende 4-corner Peppol-model: factuurzender (hoek 1) → Peppol Serviceprovider zender (hoek 2) → Peppol Serviceprovider ontvanger (hoek 3) → factuurontvanger (hoek 4). In het 5-corner model wordt hier een vijfde hoek aan toegevoegd: de Belgische belastingdienst, FOD Financiën. Factuurdata wordt bij verzending ook simultaan doorgegeven aan de fiscus.

Dit model staat ook wel bekend als Continuous Transaction Controls (CTC) en sluit nauw aan bij de architectuur die de EU via ViDA voor alle lidstaten overweegt voor de periode na 2030. België loopt daarmee voor op de Europese harmonisatieplanning.

Wat betekent dit voor uw bedrijf?

Voor bedrijven die al zijn aangesloten op het Belgische Peppol-netwerk via een gecertificeerde Peppol Serviceprovider, is de overgang in de meeste gevallen een technische aanpassing aan de kant van de serviceprovider. Toch zijn er aspecten om nu al rekening mee te houden.

Verifieer of uw Peppol Serviceprovider 5-corner-ready is. Vraag uw huidige Peppol Serviceprovider naar de roadmap voor de 2028-transitie. Betrouwbare serviceproviders communiceren hierover proactief en hebben implementatieplannen gereed voor de wettelijke deadline. Verifieer uw factuurdata-kwaliteit. Near real-time reporting stelt hogere eisen aan de volledigheid en juistheid van factuurdata, omdat afwijkingen direct zichtbaar worden voor de fiscus. Controleer of uw ERP of boekhoudsoftware alle verplichte velden correct aanlevert.

Non-gevestigde bedrijven met Belgische klanten. Het Belgische mandaat geldt voor Belgisch-gevestigde leveranciers, maar Belgische afnemers moeten e-facturen kunnen ontvangen ongeacht de vestigingsplaats van de leverancier. De 2028 e-reporting verplichting raakt in eerste instantie Belgisch-gevestigde ondernemingen; niet-Belgische leveranciers vallen hier nog niet onder, maar dienen de ontwikkelingen te volgen.

Samenhang met ViDA

Het Belgische 5-corner model is inhoudelijk en architectureel afgestemd op de Digital Reporting Requirements (DRR) die de EU via ViDA invoert per 1 juli 2030 voor grensoverschrijdende B2B-transacties. Waar ViDA zich richt op intracommunautaire transacties, gaat het Belgische model een stap verder door ook binnenlandse B2B-transacties real-time te rapporteren. Berlin / Paris, 10 June 2026 – FERD (Germany) and FNFE-MPE (France) have jointly published ZUGFeRD 2.5 and Factur-X 1.09. The new version of this hybrid invoice format is available as of 10 June 2026 and should be used from 1 July 2026. The update introduces revised EN 16931 validation rules and new elements for interoperability with the mandatory French B2B e-invoicing programme starting 1 September 2026.

What is ZUGFeRD 2.5 / Factur-X 1.09?

ZUGFeRD 2.5 and Factur-X 1.09 are two names for the same standard: a hybrid invoice format in which a PDF invoice contains embedded structured XML data. This makes the invoice both human-readable and machine-processable. The standard is widely used in Germany and France and is compliant with the European norm EN 16931. What is new in version 2.5 / 1.09?

  • Updated code lists and validation artefacts (EN 16931): code lists have been brought in line with the latest EN 16931 publications. This may affect ERP configurations and validation software.
  • Sub-line management: the new version supports subtotal lines and invoice lines for composite products (kits, bundles, product combinations), a long-requested extension particularly in manufacturing and wholesale.
  • New EXTENDED profile elements for the French market: ZUGFeRD 2.5 / Factur-X 1.09 includes additional fields in the EXTENDED profile aligned with the technical requirements of the French B2B mandate and the certified Plateformes Agréées. A second release covering gross invoices follows later in 2026.

What do you need to do?

If you invoice customers in Germany or France, action is advisable. Check whether your accounting or ERP software will incorporate the version update before 1 July 2026. For most packages, this happens automatically via a software update. Ask your vendor for confirmation if you are unsure.

Wat is er nieuw in versie 2.5 / 1.09?

  • Bijgewerkte codelijsten en validatieartefacten (EN 16931): de codelijsten zijn geactualiseerd conform de meest recente publicaties van EN 16931. Dit kan van invloed zijn op ERP-configuraties en validatiesoftware.

Wat moet u doen?

Factureert u aan klanten in Duitsland of Frankrijk, dan is actie aangewezen. Controleer of uw boekhoud- of ERP-software de versie-update voor 1 juli 2026 doorvoert. Voor veel pakketten verloopt dit automatisch via een software-update; vraag uw leverancier om bevestiging als u dit niet zeker weet.

The Hague, 26 June 2026 – The Dutch Peppol Authority (NPa) has published the May 2026 release of updated validation rules for Peppol BIS 3 and SI-UBL 2. This Peppol BIS 3 validation update August 2026 becomes mandatory on 17 August 2026 — less than eight weeks from now. Peppol Service Providers, ERP vendors and middleware suppliers that do not implement the update in time risk having their invoices rejected on the Peppol network.

What Has Changed?

The May release contains updated validation artefacts for two Dutch Peppol standards. For Peppol BIS Billing 3.0, the underlying EN 16931 validation rules have been updated to version 1.3.16. For SI-UBL 2 — the NLCIUS implementation used for Dutch invoices — the schematrons, XSD files and supporting validation files have also been revised.

The NPa follows a standard bi-annual release cycle: a spring and an autumn release, with new rules becoming mandatory after a three-month transition period. That transition period ends on 17 August 2026.

Although the changes are technical in nature, the operational impact is direct: validation artefacts determine whether an invoice is accepted or rejected by receiving systems on the Peppol network. An invoice that does not comply with the updated rules will be automatically refused after 17 August 2026.
